Can You Play Mega Millions from Finland? 2026 Rules and 2027 Reform
Finland is in the middle of a major gambling market transition, which makes old “play from Finland” pages especially easy to get wrong.
The 2026 rules are not the 2027 rules
Finland adopted a new gambling framework in 2026, but the broader licensed market does not open until July 1, 2027. During 2026, Veikkaus continues to hold exclusive rights under the transition regime, and lottery type products remain a particularly restricted category.
That means a provider should not describe the 2026 reform as if it had already created an open market for foreign Mega Millions services.
No Finland authorized Mega Millions messenger was verified
Our review did not identify a Finnish authorized courier or messenger offering Mega Millions. Nor can a Finnish customer simply use an official US state lottery site from Finland, because official online sales are normally geofenced to the selling jurisdiction.
If an overseas service says it accepts Finnish customers, that statement needs to be checked against both its own current terms and Finland's current regulatory position.
Age and tax
The general gambling age in Finland is 18.
The tax position is more complicated. Finnish rules have historically treated EEA authorized gambling differently from gambling outside that framework. We did not verify a definitive 2026 tax authority statement covering a US Mega Millions prize during the transition period, so the page should not call such a prize tax free.
US withholding may apply separately.
What to watch after July 2027
The opening of a broader licensed market does not automatically mean that every foreign lottery product will become legal or available. Lottery exclusivity and product classifications still matter.
The position may change when the new regime is fully in force. As of September 2026, no Finland authorized Mega Millions ticket service was verified.
