Can You Play Mega Millions from Spain? DGOJ Rules and Foreign Lottery Access

Spain reserves nationwide lottery activity to designated operators and requires local authorization for online gambling. An overseas licence does not automatically allow a provider to target Spanish consumers.

Spain's lottery structure matters

The Dirección General de Ordenación del Juego, or DGOJ, regulates statewide online gambling. National lottery activity is reserved to operators such as SELAE and ONCE rather than being generally open to private providers.

Our September 2026 review did not identify a DGOJ authorized Mega Millions ticket messenger.

US official sites are territorial

Official state lottery websites that sell Mega Millions online normally require the buyer to be physically inside the relevant US jurisdiction. They should not be presented as direct online sellers to Spain.

If a commercial messenger says it buys a real ticket, verify both its Spanish authorization and the US state where the ticket is purchased.

Spanish domestic lottery tax rules should not be copied onto a US prize

Spain has specific tax treatment for domestic SELAE and ONCE prizes. Those thresholds should not be applied automatically to a Mega Millions win.

We did not verify a current Agencia Tributaria source that provides a simple universal treatment for a US Mega Millions prize received by a Spanish resident. US withholding can apply separately.

Before relying on a provider

Check whether the operator appears in the DGOJ system, whether it buys a genuine ticket or offers a bet, who owns the original ticket, how fees work and what a large winner must do to claim.
